“Parking management policies & tools are effective means to reduce car trips and to promote more sustainable ways of local and regional transport. In the last years, there emerged a wide range of instruments across Europe that combine “push” (e.g. increasing parking fees, restraining parking supply) and “pull” mechanisms (e.g. multimodal “park & ride” offers, flexible parking guidance systems). A joint adaption & further development of these tools & policies in the SBA can address the following challenges & opportunities: – A wider utilization of up-to-date parking management instruments does not take place in the SBA yet. Only few examples can be found so far (e.g. Malmö). Especially in the Eastern part, the car-oriented mobility paradigm still prevails and prevents policies that restrict car use. – Targeted parking management policies are in most cases limited to inner city areas. For other locations (e.g. hospitals with regional appeal, university campuses, popular beach fronts, groups of large office buildings / business centers, public transport hubs etc.) they are often still missing although significant effects may be expected. – Recent ICT developments open new options to innovate parking management: The near ubiquity of smart phones increase effectiveness & attractiveness of flexible on-trip guidance tools and multimodal door-to-door journey planning apps. The recent emerge of open source mobility software (e.g. OpenTripPlanner used in Helsinki / HSL) facilitates integration of parking management into multimodal platforms and enables decentralized development approaches. // The main project seeks to create real-world demo measures (incl. investments) for up-to-date parking management with high replication potentials across the SBA. With this end in view, it is necessary to select & design the pilots based on a thorough exploration of the international state-of-the-art.
