The designed Ferry Terminal in Gdynia will be located at the Polish Quay, within the Port of Gdynia. The Polish Quay is part of the surrounding structures of Dock IV and neighbours on the Rotterdam and Finnish Quays. It was built in 1927/28 and redeveloped in the 1970s. The project area neighbours directly on the Old Maritime Station, entered into the register of the Pomorskie Voivodeship. The main project area covers about 7 ha. Transport access is facilitated on the southern side by exit roads form Polska Street. The ferry terminal will also have direct access to an intermodal rail terminal, which was erected in zone 2 of the Polish Quay under the project entitled “Road and rail access infrastructure in the eastern part of the Port of Gdynia”. It is assumed that owing to this accessibility, the ferry terminal will facilitate the transhipment of intermodal rail trailers.

The spatial solutions and equipment of the designed Ferry Terminal will make it possible to service ferry transport in a two-level system on one ferry berth as well as passenger transport. Passenger transport will be handled from a passenger gallery connecting the Terminal Building to a ferry berth.

The square in front of the terminal building will house parking spaces and platforms for passenger public transport, including taxi ranks, and parking spaces for minibuses, coaches and public transport buses, as well as for private vehicles, e.g. Kiss&Ride car parks.

The new ferry terminal will be connected to the international transport system through A1 motorway, utilising the following street arrangement: Polska Street – Janka Wiśniewskiego Street – Trasa Kwiatkowskiego Street – Tricity Ring Road – A1 motorway.

Project completion is scheduled for the end of 2019.

The substantive scope of the project:

  • The Terminal Building connected to a passenger gallery to the ferry boarding area.
  • The storage building, which also serves an administrative function and as a customs warehouse
  • The Passenger Gallery to the ferry boarding area
  • The Movable Boarding Bridge connecting ferries with the passenger gallery
  • Terminal entrance gates
  • Terminal exit gates
  • The Upper and Lower Ferry Boarding Ramps
  • The Access Viaduct – access to the upper ramp
  • HARDSTANDINGS AND CAR PARKS:
  • The area in front of Check-In for passenger cars
  • The area in front of Check-In for trucks
  • The Main Hardstanding for cars
  • The General Cargo / Intermodal Hardstanding for the handling of intermodal “unattended” trailers.
  • Car Park No. 1 (in front of the Terminal)
  • Car Park No. 2 (in front of the Harbour Master’s office.)
  • THE RECONSTRUCTION OF THE POLISH QUAY within a scope facilitating the redistribution of loads from the reaching and mooring of ferries. Including: the redevelopment of the construction of the Polish Quay along with the bumper and mooring lines, and the replacement of bumpers at the Finnish Quay. THE RECONSTRUCTION OF THE FINNISH QUAY consisting in elevating the height of the quay.

 

  • THE RECONSTRUCTION OF TRACKS AND SWITCHES

Connecting zone 2 of the Polish and Finnish Quays to zone 1 of the French Quay.

  • THE RECONSTRUCTION AND CONSTRUCTION OF UNDERGROUND INFRASTRUCTURE AND THE NECESSARY OVERGROUND INSTALLATIONS, DEVELOPMENT WORKS INCLUDING NETWORKS AND CONNECTIONS

Including the construction of power supply point(s) for ships including the necessary infrastructure.

  • THE CONSTRUCTION OF JUNCTION BETWEEN THE FERRY TERMINAL and the existing road infrastructure, including public transport in the area in front of the terminal;
  • FENCING, BOOM BARRIERS, GATES;

THE RECONSTRUCTION OF THE TRANSPORT SYSTEM TO THE EASTERN PART OF THE PORT OF GDYNIA WITHIN THE OFIAR GRUDNIA ‘70 INTERCHANGE

Project objective

The implementation of this project fits in a number of strategic documents and objectives they set, at the EU as well as national, regional and local levels.

These are the objectives to which the project contributes:

The terminal construction is a strategic project for the socio-economic development of the country and the region, and refers to the performance of public tasks.

The project will contribute to the development motorways of the sea and will complement the recently completed “Motorways of the Sea, Gdynia – Karlskrona” project. Full transport access to the port will be facilitated, as a condition for the development of a multimodal logistics platform. Gdynia is TEN-T core network node and a category A port. The location of the Port of Gdynia is connected, among other things, with its future role in the Baltic-Adriatic Corridor, one of the nine key Trans-European Transport Corridors of the TEN-T network.

The new terminal will be located in the immediate vicinity of an intermodal rail terminal, and will have an effective road access.

What is also significant is that the project includes the construction of waste water collection and power supply point(s) for ships including the necessary infrastructure.

All this makes it possible to handle much larger passenger ferries, which are entering the shipping market, with a length of approx. 245m, width of approx. 30m and height of approx. 50m, draught of approx. 6.7 m, and GT of approx. 64,000. It is foreseen that the transhipment capacity of the Port in terms of ro-ro and ferry transport will increase to 9.7 million tonnes. Also the Port of Gdynia is to maintain its universal nature and competitive edge, and further develop in a sustainable way on the major Baltic cargo markets: container and ro-ro and the ferry market. Opportunities to facilitate significant transit traffic will be created.

A border inspection and customs controls post of trucks transhipped in the Port of Gdynia will be established on the premises of the new ferry terminal, which, similarly to the entire Port of Gdynia is located within the Gdynia water border crossing (established pursuant to the Regulation of the Council of Ministers of 18.06.2001 on determining water and permanent air border crossings and the types of traffic permitted by these crossings (Journal of Laws No. 62, item 632)). This will be the only such place in the port. If the terminal was to service routes extending beyond internal EU traffic, then it is assumed that a border inspection post will be created on the premises of the terminal.

The project will contribute to the implementation of Community Strategic Guidelines “improving the attractiveness of Member States, regions and cities by improving accessibility, ensuring adequate quality and level of services, and preserving the environment”;

The project in question is listed in the Implementation document to the transport development strategy up to 2020 (with a perspective up to 2030) (hereinafter TDS) in point 7.3.3. “Maritime project list” under item 12 and in the List of Identified Projects under item 3.2-7, and will support the objectives included therein.

It includes general and main EU objectives specified in the Europe 2020 Strategy, the White Paper on Transport (including especially creating a fully functional and EU-wide multimodal TEN-T ‘core network’ by 2030, which will contribute to the establishment of a competitive and resource efficient transport system by reducing greenhouse gas emissions), NRP (National Reform Programme for the implementation of the Europe 2020 Strategy) and in the Transport Development Strategy), and also a strategic transport objective set in TDS, concerning setting up a modern, coherent transport infrastructure, improving the manner of transport system organisation and management, and improving safety and reliability.

On the other hand, it will support the operational objective, i.e. complementing the TEN-T network. When it comes to cargo transport, the construction of the new terminal will contribute to improving the quality and reliability of service, which is currently the most important issue, as well as to increasing the service speed of vehicles, ship servicing and providing the appropriate parameters of the infrastructure and lowering the costs of access to the infrastructure and maintaining a stable tariff policy.

Fulfilling the objectives of Measure 3.2 “Development of maritime transport, inland waterways and multimodal connections” within the Operational Programme Infrastructure and Environment 2014–2020

A: Maritime transport

The construction of a new ferry terminal will contribute to improving the Competitiveness of the Port of Gdynia, mainly through faster turnaround times of ferries in the port, by making the route to the quay more efficient, and facilitating more effective transshipment handling. Improved navigational parameters – turnaround time in the port (the roadstead – roadstead time) can be shortened by about 40 minutes during one call, resulting in ferry calls causing much smaller impact on the traffic of other vessels and much shorter travel times, which, in turn, will translate into extensive public savings.

Maritime safety will also improve through an investment in seaside port access infrastructure (new ferry stand with a two-level transshipment ramp in a location enabling safer ferry manoeuvring – increased navigational safety – and transshipment) and land-side infrastructure (intermodal rail terminal), port infrastructure (new-type check-in gates facilitating thorough inspection of cargo entering the ferry). New mooring bollards will be added to complete the resource of existing ones in locations facilitating optical mooring parameters. The existing bollards, where possible, will remain part of quay equipment, and in conflicting areas, will be disassembled. Such a solution ensures greater mooring and departure safety in various weather conditions.

The project will reduce environmental pollution caused by ships through:

– installing infrastructure for the collection of sanitary wastewater from ships, which will contribute to reducing of emission of wastewater to into sea water, which will clearly improve the marine environment;

– building dedicated cable ducts to supply electricity to ships from the shore side, which will contribute to eliminating the operation of power generators on ships, reduce noise and the emissions of air pollutants, including greenhouse gases.

The project in question was designed in a way which ensures complete leak-proofing of the sanitary sewer system. As regards the storm water system, precipitation and thaw water, after cleaning, will be transported through outfalls to the harbour basin. Quay surface will be sealed. Water drainage and sealing will be prepared for track beds, which will result in minimising the risk of accidental soil pollution.

C: Intermodal transport

The implemented ferry terminal construction project will facilitate, among other things, the use of an intermodal terminal (rail ↔ ferry, road ↔ ferry) including the necessary infrastructure (including access infrastructure). The terminal will handle the transshipment of specialist intermodal rail trailers, which so far has not been performed in the Port of Gdynia.

The project will be located within the TEN-T network. The terminal will service the Gdynia – Karlskrona connection which has the status of a Motorway of the Sea.

The project will not include repair work, nor will it concern the ongoing maintenance of infrastructure.

Technical information

The project will result in, among other things, the following elements of port infrastructure with the following parameters:

  • A four-storey Terminal Building with a gross covered area of 2,063 m2, floor space of 5,472 m2 and internal volume of 30 285 m3, with an option of adding one or two storeys, connected to the passenger gallery to the ferry boarding area.
  • The storage building, which also serves an administrative function and as a customs warehouse, with a gross covered area of 1,054 m2, floor space of 884 m2 and internal volume of about 7,480m3
  • The Passenger Gallery to the ferry boarding area with a length of approx. 166 m.
  • The Access Viaduct – access to the upper ramp. The total length of the facility including retaining walls is approx. 270 m
  • The area in front of Check-In for passenger cars 1,075 lm – 215 cars – 4,792 m2
  • The area in front of Check-In for trucks: 1,875 lm – 110 cars – 12,060 m2
  • The Main Hardstanding for cars: 4,587 lm – 38,527m2

35 parking spaces – 6,218 m2, including refrigerated trailers requiring constant power supply when stationary. In addition, during the periods of increased servicing of intermodal trails, additional parking spaces (149) are planned on the main hardstanding for this type of vehicles.

  • Car park No. 1 (in front of the Terminal) – 114 parking spaces, including for people with disabilities – 2,618 m2
  • Car park No. 2 (by the Harbour Master’s office) – 90 parking spaces, including for people with disabilities – 2,450 m2
  • a Kiss&Ride car park (approx. 10 spaces)
  • a taxi rank (approx. 10 spaces)
  • bus stops for buses transporting passengers to/from the ferry (approx. 5 bays)
  • THE RECONSTRUCTION OF THE POLISH QUAY at a length of 389.8 m and of the FINNISH QUAY at a length of 207.7 m
  • THE RECONSTRUCTION OF TRACKS AND SWITCHES – connecting zone 2 of the Polish and Finnish Quays to zone 1 of the French Quay at a length of approx. 605 m.
  • The construction of an additional left traffic lane and extending the existing left traffic lane of the western leg of Wiśniewskiego Street to the Ofiar Grudnia ’70 interchange; a total of approx. 187 m;
  • The construction of an additional right traffic lane; approx. 35 m of the northern leg of Solidarności Aveue to the Ofiar Grudnia ’70 interchange;
  • The construction of section of a cycle path (155 m) and mapping the route of a cycle route along the existing infrastructure (1,645 m), a total of 1,800 m.
