Bilans Kapitału Ludzkiego
Projekt Bilans Kapitału Ludzkiego zakłada cykliczne monitorowanie zapotrzebowania na kompetencje na polskim rynku pracy w oparciu o spójną, jednolitą metodologię. Najważniejszymi odbiorcami projektu są: powstające w ramach PO WER Rady sektorowe i Rada programowa ds. kompetencji, a także resorty administracji publicznej odpowiedzialne za edukację, szkolnictwo wyższe i rynek pracy, instytucje oświaty i szkolnictwa wyższego (szkoły ponadgimnazjalne i wyższe, firmy szkoleniowe), urzędy pracy i inne instytucje rynku pracy oraz przedsiębiorstwa. Projekt zakłada realizację 3 edycji badań o charakterze przekrojowego monitorowania przedsiębiorstw i pracowników w zakresie zapotrzebowania na kompetencje, a także badania popytu i podaży w tych 3 branżach, dla których zostaną utworzone sektorowe rady ds. kompetencji. W przypadku badań sektorowych zakłada się przeprowadzenie 2 edycji dla każdego wybranego sektora, na początku funkcjonowania rady oraz w drugiej połowie perspektywy finansowej. Badanie przekrojowe realizowane będzie w 3 modułach: pracodawców, ludności i instytucji szkoleniowych. W przypadku monitorowania zapotrzebowania na kompetencje, kluczowym modułem jest badanie potrzeb kompetencyjnych pracodawców, porównanie tych oczekiwań z kompetencjami dostępnymi na rynku pracy w danym momencie (badanie ludności). Dodatkowo, w badaniach przekrojowych, w dalszym ciągu będzie monitorowana sytuacja kobiet i mężczyzn na rynku pracy. Istotne będzie także zderzenie zidentyfikowanego zapotrzebowania pracodawców z usługami świadczonymi przez instytucje edukacji pozaformalnej, aby ocenić dostępną ofertę edukacyjną. W projekcie zakłada się udostępnianie wyników badań za pośrednictwem: raportów z badań, branżowych “okrągłych stołów”, regionalnych i ogólnopol. podsumowań, artykułów oraz strony internetowej projektu (bkl.parp.gov.pl).
