The project is related to the problem of low road infrastructure accessibility and low quality of transport and communication networks which influences the international road traffic and brings the restrictions to the development opportunities in the Programme area. The overall objective of the project is to improve the road accessibility to the Polish-Russian cross-border area and to develop the regional transport and communication networks. Implementation of the project will have a significant positive impact on carrying capacity of the road infrastructure, will improve transport flows and give access to the national and international transport systems The project „Joint initiatives on development and improvement of the quality and accessibility of the social infrastructure through modernization of the roads of the Gurievsky urban district and the Sępopol commune” will be financed on the basis of own funds and subsidies.. What falls on the investment part of Gurievsk urban district (Russia) is the amount of 934 514,06 EURO, and on the investment part of Sępopol – 1 319 405,38 EURO, including VAT 246 718,08 EURO, which is eligible expenditure, because of to the impossibility to reacquire it, due to national regulations. The investment will be implemented in the years 2019 – 2020. The investment will be financed from two main sources: subsidies and own resources. The applicant applies for a subsidy of 90% of eligible expenses.. Own funds, constituting 10% of eligible expenditure. Analysis of the financial potential of the Sępopol commune allows us to state that it has a sufficiently good financial situation to implement the project. This is evidenced by the levels of particular financial indicators (profitability, liquidity and debt) calculated for the last three financial years. Their values guarantee the possibility of obtaining loans necessary to maintain liquidity in the implementation of the investment.
