Projekt ma na celu budowę drogi ekspr. S61 odc. w. Podborze–w. Śniadowo o dł. 19,46 km. Przedmiotowy projekt składa się z następującego kontraktu na roboty budowlane: •Zad. 1: w. Podborze (z w.)–w. Śniadowo (bez w.) na dł. ok. 14,46 km (S61)+3,01 km (S8)+3,57 km (DW627-G). Inw. położona jest w północno-wsch. cz. Polski i przebiega przez obszar woj. mazow.. Projek. droga przebiega częściowo po nowym śladzie głównie na odc. w. Podborze–w. Komorowo oraz częściowo w ciągu istniejącego odc. DW 627. Inwestycja jest realizowana w systemie P&B. Początek bud. drogi ekspr. S61 dla Zad. 1 przyjęto w km 0+000,00 na w. Podborze. W rejonie w. Podborze w km ok. 552+600 (km S8) usytuowano Obwód Drogowy. Koniec odc. drogi ekspr.S61 zlokalizowany jest w sąsiedztwie miejscowości Tyszki – Nadbory w km 19+462,64, gdzie będzie realizowany kolejny odc. drogi S61. Zad. obejmuje swym zakresem także rozbudowę drogi S8 na odcinku od km 550+507,30 do km 553+500,00. W związku z rozbudową S8 na tym odc. przewiduje się likwidację istniejącego w. Łomża na skrzyżowaniu DW nr 627 z drogą S8 oraz podłączenie jej przez proj. drogę PO-D6 do w. Podborze. Na całym odcinku S61 inw. przewidziano przekrój dwujezdniowy z dwoma pasami r. oraz p. awar., dostosowany do prognozowanego poziomu ruchu. Natomiast drogi klasy G i GP zaprojektowano w przekroju jednojezdniowym. Zaprojektowane węzły drogowe umożliwią bezpieczną komunikację i rozprowadzenie ruchu po pozostałej sieci drogowej oraz obsługę przyległego terenu poprzez sieć dróg serwisowych. Przedmiotowy odcinek drogi jest zlokalizowany w sieci bazowej TEN-T. Postęp w realizacji zakresu rzeczowego pr. w oparciu o tzw. kamienie milowe: 2020-0%, 2021-0%, 2022-30%, 2023-100%.W 2023 zostanie zreal. wsk. produktu (całk. dł. nowych dróg, z czego TEN-T)–19,46 km (2020-0 km, 2021-0 km, 2022-0 km, 2023-19,46 km).
