The Project will include cargo and passenger components to support the mobility of the population, transportation of grain goods, containers and humanitarian aid. The Project provides for the construction of modern railway infrastructure with 1435 mm gauge (EU standard) for the development of logistics of the Ukrainian western region with the EU countries. Due to the escalation of the military aggression of the Russian Federation, blocked seaports, closed airspace and destroyed transport infrastructure, Ukrainian railways was forced to reorient cargo and passenger traffic to the western railway border crossing points. Lviv has become the largest logistics hub in western Ukraine. Today, the railway connection for passenger traffic on the Ukrainian-Polish border crossings are opened only at the Medyka-Przemyśl and Yagodyn-Dorohusk. The volumes of freight and intermodal traffic are increasing, so the development of railway infrastructure between Ukraine and the EU countries is becoming a priority. For freight transportation, there is an insufficient number of terminal complexes for processing containers and grain cargo. Currently, on the Polish side, there are no transshipment capacities within the 1435 mm gauge (EU standard) on the side of the Rava-Ruska – Hrebenne crossing, and it will take some time to develop their infrastructure. In October 2022, an additional direction to Hrebenne with EU standard track gauge of 1435 mm was opened at the Rava-Ruska checkpoint. Due to the limited track development of the Medyka and Dorohusk stations on the Polish side, there is a demand for transshipment (loading and unloading) operations at Ukrainian stations, which nowadays Ukrainian railways can only partially cover.
