The main objective of the project, aligned with the goals of Technical Assistance European Funds for Infrastructure, Climate, Environment and the Operational Programme (SzOP) under Priority VIII, is to support public construction supervision services at the central and regional levels in carrying out tasks related to infrastructure investments under The Infrastructure and Environment Programme 2014-2020, European Funds for Infrastructure, Climate, Environment, CEF, and CEF2 in 2024. The General Inspector of Building Control is the applicant and coordinator of the project, acting on behalf of the 16 Regional Inspectors of Building Control (from the Dolnośląskie, Kujawsko-Pomorskie, Lubelskie, Lubuskie, Łódzkie, Małopolskie, Mazowieckie, Opolskie, Podkarpackie, Podlaskie, Pomorskie, Śląskie, Świętokrzyskie, Warmińsko-Mazurskie, Wielkopolskie, and Zachodniopomorskie regions), who are authorized entities for incurring eligible project expenditures.
The General Inspector of Building Control operates through the General Office of Building Control, while the Regional Inspectors of Construction Supervision operate through the Regional Inspectorates of Building Control. The project aims to support the General Office of Building Control (GUNB) and the 16 Regional Inspectors of Building Control (WINB) with funds from Technical Assistance European Funds for Infrastructure, Climate, Environment. These entities are responsible for overseeing investment-related matters, including inspecting construction projects (such as market inspections of construction products at sellers or manufacturers) and issuing occupancy permits for projects under The Infrastructure and Environment Programme 2014-2020, European Funds for Infrastructure, Climate, Environment, CEF, and CEF2.
The obtained support will enhance the efficiency of WINB’s operations and improve supervision over these investments by increasing the number of inspections during the construction phase and the number of construction product samples collected. Intensifying construction site inspections will allow construction supervision authorities to become familiar with project progress at an earlier stage, enabling the early detection and elimination of potential irregularities before they pose obstacles to obtaining occupancy permits in the future. To carry out these tasks effectively, it is essential to provide GUNB and WINB with adequate staffing and administrative-technical resources. Therefore, the project includes funding for expenses such as salaries, professional development, expert and legal support, as well as the checking and transportation of construction product samples. Additionally, the project will cover other organizational expenses classified as indirect costs.
