Common challenges for the Programme area, within which the Lelis Commune, the city of Skole and the non-governmental organisation Euroregion Carpathians Ukraine – Carpathian Regional Development Agency draw knowledge and experience from each other. This is a process of identifying, analysing and transferring good practices that will contribute to the improvement of the implementation of regional development instruments and will ultimately result in the implementation of solutions that are beneficial to the citizens of both sides. The aim of the project is to prevent threats and mitigate their effects by modernising the technological line for sewage pre-treatment in the Lelis Commune and purchasing specialist equipment for municipalities (a vehicle, a hydraulic crane, a hook device, a water-pressure hooklift , slurry hooklift, spreader, plow) and rebuilding drinking water disinfection devices and purchasing a special truck for water collection for the city of Skole. Soft activities have been planned (i.e. conferences, a competition, open lessons and an eco-picnic, as well as developing a common concept for the protection of water resources on the Polish-Ukrainian border and a promotional film), which will raise awareness of disasters and threats caused by human activity. The modernization of the outdated sewage treatment plant will enable proper and trouble-free treatment of incoming sewage, and the purchase of a hook device, a hydraulic crane will also allow for the collection of waste transported from the Lelis Commune. In the long term, this will translate into an improvement in the condition of the natural environment. Considering the fact that the phenomenon of various natural disasters, especially droughts, has recently intensified, the Lelis Commune plans to purchase a vehicle adapted to transport, distribute and deliver water under high pressure, which will increase the Commune’s ability to eliminate the effects of drought.
