The task under the name: “Expansion of the detection system in the city of Gliwice along with the modernization of selected traffic lights, stage I” covered the scope of issues related to improving the flow of traffic in the city of Gliwice. The overall goal of the project was to improve traffic management in the City of Gliwice. The need to implement the project appeared directly in connection with the A4 and A1 motorways running through the city. Increased transit traffic arising in the case of impediments on the closed highways has a considerable impact on the road situation in the city. The implementation of the automatic-dynamic traffic control system in Gliwice has ensured the increase of the capacity of key sections of city roads, improved traffic safety and reduced the travel time, which has a significant impact on reducing the costs of car transport and environmental protection.
The project covered the establishment of the Traffic Control Center and modernization of the existing infrastructure (including the modernization of traffic lights) as well as the launch of new functionalities that allowed global management of all traffic control systems within the City of Gliwice. The ITS system developed for Gliwice is an innovative solution based on a dynamic-automatic system. The system operates autonomously but allows the enter of changes by traffic analysts who work in the shift system and observe the current situation on the city’s roads in the Traffic Control Center located in the Municipal Roads Management in Gliwice. Finally, coordination changes are approved by the Chief Traffic Engineer working with specialists. From the very beginning, the project aroused wide interest and already in the evaluation phase by the Center for EU Transport Projects has obtained the maximum number of points among all submitted for co-financing under the Operational Program Infrastructure and Environment under measure 8.3 Development of intelligent transport systems.
The project was implemented in two parts. The first part included the implementation of the system at 15 intersections and was completed in June 2011. The second part covering the next 45 intersections as well as the new Traffic Control Center was completed in September 2013. Since then, the ITS system in Gliwice has been functioning and enriched with new functionalities.
