Review and update of the preliminary flood risk assessment
The project covers the review and update of the preliminary flood risk assessment (PFRA), which is required to be prepared pursuant to Art. 88b paragraph. 1 of the Act of 18 July 2001 – Water Law, implementing the provisions of Directive 2007/60 / EC of the European Parliament and of the Council of 23 October 2007 on the assessment and management of flood risk, the so-called Floods Directive. The aim of the study is to estimate the scale of flood risk for river basin districts and to identify significant flood risk in these areas. The WORP is to constitute the basis for determining the areas where the existence of a high risk of flooding is stated or the areas where the occurrence of a high risk is likely, the so-called areas at risk of flooding (ONNP), qualified for further work in order to develop flood hazard maps (MZP) and flood risk maps (MRP) and, consequently, to prepare flood risk management plans. Pursuant to Art. 88b paragraph. 2 of the Water Law Act, the WORP includes in particular:
1) maps of river basin districts, marking the borders of the river basins, the borders of the catchment area, the border of the coastal strip, showing the topography of the area and its development;2) description of significant historical and probable floods;3) assessment of the potential negative effects of floods that may occur in the future on human life and health, the environment, cultural heritage and economic activity, taking into account:- topography of the area,- the location of watercourses and their general hydrological and geomorphological features, including floodplains as natural retention areas,- the effectiveness of existing flood protection and regulation structures,- the location of inhabited areas,- the location of areas where economic activity is carried out;4) if possible – a forecast of the long-term development of events, in particular the impact of climate change on the occurrence of floods;5) definition of ONNP
