On March 17, 2017, at the headquarters of the Center for EU Transport Projects, a ceremonial signing of the Agreement on co-financing of the Project “Safer on the Road – Modern Equipment for the Polish Police” was held, no. POIS.03.01.00-00-0029 / 16 under Measure 3.1 Road development and the TEN-T air network of priority axis III Development of the TEN-T road network and multimodal transport Operational Program Infrastructure and Environment 2014-2020.

The new KGP undertaking, worth PLN 103,100,000, aims to increase the effectiveness of the Police in improving / protecting road traffic safety. Due to the fact that excessive speed is the cause of approx. 26% of road accidents in which almost 40% of all fatalities are lost, constant supervision of road traffic and enforcement of road traffic regulations – including specific speed limits – is one of the strategic tasks of the Police.

In order for the main goal to be achieved, the subject of the project is the purchase of:

651 marked police cars,171 unmarked police cars with a video recorder,459 laser speed meters with image recording,822 mobile terminals fitted out for road traffic vehicles,740 mobile radios.

The purchased equipment has been addressed to all KWP / KSP.

The expected result of the entire project is a reduction in the number of road accidents by a minimum of 5% in the area of ​​project impact.

Additional purchase related to the prevention of the effects of the coronavirus pandemic In 2020, in connection with the coronavirus pandemic, the project was supplemented with an additional task: Purchase of personal protective equipment to counteract the spread of the COVID-19 / SARS-CoV-2 pandemic and purchase of additional equipment to protect and counteract the COVID-19 pandemic / SARS-CoV-2 for vehicle crews purchased under the project (road traffic services). The value of the project increased by PLN 1,000,000, with the purchase of air ozonation equipment and nitrile gloves. According to studies published by research institutes around the world, the SARS-CoV-2 virus loses the possibility of infection under the influence of ozone. Ozone treatment of the interior of vehicles is a desirable action due to the prevention of a pandemic and the need to protect Police officers against illness. Among the available methods of disinfecting vehicles (applying chemicals to the surface), the use of gas in the form of ozone generated from portable devices seems to be the means that gives the greatest efficiency due to gas penetration into all corners of the vehicle. The purchase of ozone generators is necessary to provide protection against COVID-19 for vehicle crew officers. As part of the task, 220 ozonators were purchased.

All expenses incurred in the project will be eligible. The Cohesion Fund contribution in the total project costs is 85% and amounts to PLN 87 635 000. The remaining 15%, or PLN 15 465 000 will be co-financed from the state budget.
