Projekt zlokalizowany jest na terenie woj. lubelskiego w pow. włodawskim w gminie Włodawa. Obejmuje obszar trzynastu miejscowości. Głównym celem projektu jest rozpowszechnienie i zwiększenie stosowania Odnawialnych Źródeł Energii na terenie gminy. Dodatkowo, ważnymi aspektami realizacji projektu było upowszechnienie nowoczesnej technologii, redukcja zanieczyszczeń, przeciwdziałanie zmianom klimatu i podniesienie konkurencyjności regionu w oparciu o wewnętrzny potencjał.
