Zakres projektu obejmuje inwestycje w infrastrukturę na rzecz zrównoważonej mobilności miejskiej: zakup taboru, modernizację infrastruktury transportu publicznego wraz z elementami ITS, budowę parkingu typu „parkuj i jedź” wraz z infrastrukturą, budowę ścieżek rowerowych oraz rozbudowę infrastruktury drogowej stanowiącej istotny element kompleksowego projektu. CELEM GŁÓWNYM PROJEKTU jest zwiększenie konkurencyjności Obszaru Funkcjonalnego Miasta Płocka poprzez rozwój infrastruktury zrównoważonej mobilności miejskiej. Projekt wypełnia założenia Planu Gospodarki Niskoemisyjnej M. Płocka w aspekcie ograniczenia emisji zanieczyszczeń oraz rozwoju mobilności miejskiej. Projekt jest ujęty w Planie inwestycyjnym dla subregionu płockiego objętego OSI problemowym – Obszar Funkcjonalny Miasta Płocka. Stanowi odpowiedź na problemy i potrzeby w zakresie postępującego i niekontrolowanego procesu zanieczyszczenia powietrza oraz rosnącego ruchu towarowego i osobowego.
