The subject of the project is a change of use along with the extension and redevelopment of the property at Rwańska 2 street, Rynek 15 street and Rwańska 4 street, Rynek 14 street, Grodzka 1 street, intended for museum and educational functions as well as service and office functions, including thermal modernization of facilities to increase the energy efficiency of buildings.

A complex of tenement houses planned for revitalization at Rwańska 2 street, Rynek 15 street and Rwańska 4street, Rynek 14 street, Grodzka 1 street, consist of two connected tenement houses with a compact development, called Kamienice Deskurów, which have a common internal courtyard (after the project is completed, the tenement houses will form a functionally and spatially coherent building). These objects are entered in the register of monuments.

The general objective of the project is to counteract the marginalization of Śródmieście and the City of Kazimierzowskie – an area characterized by increasing undesirable social and economic phenomena, as well as a high degree of degradation of the state and spatial development.

The main objective of the project is the socio-economic revival of Śródmieście and the City of Kazimierzowski through the revitalization of the historic Deskur tenement complex for economic and social purposes, including cultural and educational.

The main objective will be achieved through the implementation of specific objectives:

  • improving the quality of the cultural offer by introducing a museum function;
  • increasing the availability of social services by introducing an educational function;
  • improving the conditions for conducting business activity by providing service areas and an entrepreneurship zone for young entrepreneurs;
  • revalorization of historic buildings by restoring their utilitarian, artistic and historical values;
  • social and professional activation of the inhabitants of the revitalization area;
  • activation and integration of people at risk of social exclusion;
    improving access to existing buildings for people with disabilities;
  • increasing the energy efficiency of the building.

The scope of the project includes the following activities:

  • development of design documentation (urban and architectural concept, design and cost documentation, feasibility study and its update);
  • revitalization of real estate;
  • thermal modernization worksrevitalization of real estate;
  • other construction worksconnection to the network for media suppliessupervision (investor, conservation, archaeological supervision)project promotion.

The following zones have been designed in the revitalized buildings:

  • Culture zone (located on level -1 and partly +1) – within this zone, cultural activities will be carried out together with the museum department. In the area of ​​cultural activity, activities will be carried out to inspire and organize cultural events in the Deskurów tenement house and in the urban space, on a local and regional scale. It is assumed that various forms of activity will be used, such as: concerts, performances, literary events, art exhibitions, interdisciplinary festivals, as well as various forms of cultural education and diagnosing the needs of culture users (workshops, competitions, conversation classes and seminars, cultural knowledge lessons, presentations new technologies and forms of culture, training for creators and organizers of culture). The museum department operating within this zone will conduct, among others, the following activities: in the field of organizing exhibitions using new technologies, collecting material objects as well as historical accounts and “oral history”, etc. In addition, it will conduct its own research and queries as well as exhibition activities. The wide range of activities of this zone is aimed at creating a wide offer, attractive to various groups of recipients.
  • Education zone (located on level +1) – within this zone, activities in the field of education and implementation of social projects will be carried out. The educational activity conducted in the revitalized facility will be multifaceted and will include: historical education, civic education, education increasing the social and professional activity of the inhabitants of the revitalized area, and education preparing young people to enter the labor market. The implementation of the assumed educational projects will contribute to improving the quality of human capital. The premises of this zone will be used free of charge by public institutions, industry organizations, non-governmental organizations, informal groups, municipal institutions and other non-profit entities for the implementation of their educational projects.
  • Entrepreneurship zone (located in the attic) – within this zone, spaces for running a business will be made available to novice entrepreneurs, which is to be an impulse and encouragement to start their own professional activity. These entrepreneurs can also count on comprehensive substantive support, e.g. in the field of consulting related to setting up and running a business, organization of training and workshops.
  • Service zone (located on the ground floor) – commercial and service activities will be launched within this zone. It is assumed that the nature of the activity will be in line with the needs of the revitalization area. It is planned to locate such entities as: restaurants, cafes, retail and service outlets (e.g. a shop for artists, an art gallery of local artists, local and regional products/services referring to craft traditions).

The project generates the following direct socio-economic effects:

  • Increasing access to social (cultural and educational) services provided by municipal institutions, non-governmental organizations and other entities conducting educational activity.
  • Increasing the employment of people living in the revitalization area, in connection with the planned location of business entities conducting commercial and service activities in the service zone and within the entrepreneurship zone. As a result, it will allow to reduce the scale of negative phenomena in terms of the number of unemployed people, including the number of long-term unemployed people, the number of people receiving social assistance benefits, and to limit pathologies related to unemployment. In addition, a total of 16 jobs will be created for activities in the culture zone and in the education zone.
  • Providing space for business activities of a service and commercial nature (excluding large-scale facilities), including the sale of local and regional products – as part of the project, spaces have been planned that will be made available for the purpose of conducting commercial and service activities, e.g. in the field of restaurants, trade and services.In addition. the thermal modernization activities planned as part of the project will make it possible to increase the energy efficiency of the facilities, and thus reduce the negative impact of the revitalized facilities on the natural environment.

Revitalized facilities will be fully adapted to the needs of people with disabilities, which will translate into improved access to the existing buildings for this group of people. They will be able to use the infrastructure of the revitalized facilities and their cultural, educational, commercial and service offer as well as the offer of the entrepreneurship zone without restrictions. The above will increase the level of their participation in social and professional life and will prevent their social exclusion. As a result of the project implementation, people with disabilities will be better integrated with the social environment.
