Extending the transport capacity of the metropolitan railway in the Warsaw Functional Area – stage I
On 16 November 2020, the European Funds Portal announced that the European Commission approved the project Extending the transport capacity of the metropolitan railway in the Warsaw Functional Area – stage I, which will receive EU funding under the Infrastructure and Environment Programme.

Project POIS.05.02.00-00-0022/17-00 “Extension of the transport potential of the metropolitan railway in the Warsaw Functional Area – stage I”.
The project consists of 2 parts:
- purchase of rolling stock – 21 vehicles, including 15 vehicles up to 95 meters long and 6 vehicles up to 75 meters long,
- modernization of the technical and parking station (STP) Warszawa Szczęśliwice.
On February 25, 2019, Annex No. 1 to the Co-financing Agreement was signed. It mainly increased the amount of total expenses and extended the period of material implementation of the Project.
The first part of the project is the purchase of 21 new vehicles.
These vehicles will be fully compatible with each other and are to connect mechanically and pneumatically with the rolling stock operated by SKM 27WE and 35WE series. Thanks to investments supplementing the shortcomings in the field of modern rolling stock, it will be possible to fully use the infrastructure of modernized railway lines in the Warsaw agglomeration and provide services at a high level, expected by the inhabitants of the region.
The purchase of new vehicles will also allow transport work to be performed on lines previously not served by SKM. It will allow you to form compositions in any configuration. Running trains in the so-called double combination in the Warsaw agglomeration during peak hours will contribute to improving the functioning of transport in the metropolitan area, reducing transport congestion in the city and urban accessibility and mobility. The extended trains will allow to replace passenger transport carried out by other carriers, using primarily means of transport such as diesel-powered buses.
The purchased vehicles will be equipped with the possibility of energy recuperation during braking. Like all existing SKM traction units, these vehicles will be equipped with DC energy meters. Settlement of electricity consumption and recovery will be carried out on the basis of meter readings. The vehicles will be equipped with an innovative system for optimising driving behaviour in terms of energy consumption, linked to the European Train Control System (ETCS), as well as a passenger counting system enabling passengers to be recorded on and off at all stops through all vehicle doors.
The second part of the project has already been implemented. The SKM technical and parking station, located in Warsaw’s Szczęśliwice district, was modernized. As part of the modernization:

- the whole train hall was rebuilt along with the construction and reconstruction of internal installations and connections,
- Built:
- office and social building with internal installations and oil boiler room,
- external fuel oil tank,
- a whole train wash hall with internal installations,
- industrial wastewater treatment plant,
- construction and reconstruction of the following has been carried out:
- MV and LV power devices, connections and power networks,
- overhead contact line,
- track system and sanitary networks,
- telecommunications networks,
- road system along with the construction of drainage.
The implementation of the investment task consisting in the modernization of STP Warszawa Szczęśliwice allowed to adapt the existing technical and parking facilities of the Company to the needs ensuring the possibility of conducting on its own, to a sufficiently high standard, activities related to maintaining the operational efficiency of its own rolling stock. It also allowed its own maintenance services to carry out P1, P2 and P3 levels, carry out ongoing service repairs, additional technical inspections, washing and cleaning vehicles, etc.
As a result of the modernization of STP Warszawa Szczęśliwice, there was a significant improvement in the conditions of use of railway infrastructure facilities located at the station (m.in the whole train hall, overhead contact line or track system) by adapting them to higher technical and operational parameters.
The project was submitted to the Territorial Contract for the Mazowieckie Voivodeship and was intended for co-financing under the Operational Programme Infrastructure Environment 2014-2020 under Priority Axis V Development of rail transport in Poland, Measure 5.2. Development of rail transport beyond the TEN-T. The project will implement the objective “Strengthening the metropolitan functions of Warsaw; Increasing the transport accessibility of the area through the expansion of the Warsaw Railway Junction, the development of collective, sustainable multimodal transport included in the Development Strategy of the Mazowieckie Voivodeship”. The project is part of the Integrated Territorial Investment Strategy for the Warsaw Functional Area in the scope of Objective 3: Improvement of the quality of space, Direction of activities 3.1.
