Building an integrated e-services system at the Provincial Specialist Hospital in Biała Podlaska
The Voivodeship Specialist Hospital in Biała Podlaska is one of 5 voivodeship hospitals and the largest diagnostic and health care centre in the northern part of the Lubelskie Voivodeship. It provides health care services within the framework of hospitalisation, daily specialist health care services, and emergency health care services within the framework of its emergency ward (3rd level of the referral system). The Project will come forward with the upgrade of the information system that is compliant with the Policy Paper for Health Care 2014-2020, Measure 26 Widespread Exchange of Electronic Medical Documentation. The Project aims at acquisition of additional technical and systemic infrastructure, integration of the current systems and assurance of interoperability – data exchange between the EDM and P1 Platform, hospital treatment, the daily specialist health care services, and the primary health care. Systems for doctors’ rooms will be acquired and EDM training will additionally be organised for the personnel. Within the framework of the Project a new e-service will be implemented to prove the minimum fourth maturity level – 7 services: EDM, e-round, e-medical history, e-questionnaire, e-documentation, e-Attachment and e-Surveys. 2 services will be implemented to prove the third level of maturity: e-patient, e-contra The Project aims at technical arrangements that will improve security to the extent of the guarantee of the system continuity for the purpose of the EDM, regional platforms, especially including the EDM exchange and long-term storage. More server space will be ensured. Within the framework of the Project 230 cases are planned to be processed through the public online service and 400 launches of applications are intended to be based on E-services used for the purpose of recurrent use of information. WCAG 2.0 will be made available for the benefit of patients, systems will be launched in the entities performing public tasks, 6 APIs and 4 API-based on-line data bases will be implemented. Within the framework of the cross-financing, 645 persons operating the system will be trained, the feasibility study will be drawn up and publicity measures will also be carried out. The Project will significantly shorten the time of waiting for medical services, and human, tangible, financial, and organisational resources will be utilised more efficiently.
