Project goal

The project planned for implementation by the Applicant is of a purchasing nature. The main goal of the project is the purchase of 12 brand new traction locomotives, equipped with an access diesel engine, enabling intermodal transport. Locomotives purchased as part of the project, the Applicant will make available (rented) on market terms for carriers operating intermodal transport (ROSCO model). It should be emphasized that at this stage the Company has established contact and signed letters of intent for the rental of locomotives covered by the project with industry carriers, which indicates high interest and market demand for the project planned to be implemented by the Company.The assumptions of the project and the mode of its implementation and subsequent operation (ROSCO) are in line with the assumptions of Measure 3.2. Development of maritime transport, inland waterways and multimodal connections, Operational Program Infrastructure and Environment 2014-2020.Current situation in the industryDespite the dynamic growth in the intermodal transport industry in recent years, intermodal transport in Poland is still less competitive than in other European Union countries. Project implementation will directly contribute to counteracting the main problem faced by the domestic industry, which is the depleted and outdated rolling stock. The average age of locomotives owned by carriers performing intermodal transport in Poland is about 36 years. Lack of investment in new rolling stock will have a negative impact on the development of the industry and reduce the competitiveness of this branch of transport relative to other forms of transport of goods, e.g. against road transport. Due to the advanced age of locomotives used on the domestic market, rolling stock is increasingly being withdrawn from use. The decreasing number of traction locomotives at the disposal of carriers providing intermodal transport directly translates into their transport capabilities, while the financial unprofitability of carrying out modernization works means that the most effective way to replace rolling stock is to buy new locomotives. However, this involves the necessity of incurring significant investment outlays once, which results in a limited number of investments in new rolling stock.The Applicant’s implementation of new traction locomotives, offered in an attractive form of lease, will contribute to the modernization and change of the age structure of rolling stock in Poland. In addition, equipping locomotives with a combustion module will enable their use by carriers on non-electrified railway sidings, which will increase the efficiency of transport operations due to the lack of the need to change the locomotive for the needs of transport on sections of railway lines without electric traction. The carriers operating on the market will thus gain access to modern locomotives, which will increase their transport capacity as well as the efficiency and quality of goods transport. The implementation of the project will also positively affect the further development of the industry. First of all, it will increase competition, both between carriers, as well as between intermodal transport and other forms of transport, in particular in relation to road transport, which is the most popular form of transport of goods, but contributes to the generation of significant pollutants emitted to the environment and nuisance to the environment (e.g. noise, traffic jams), and is also responsible for the vast majority of accidents occurring in the transport sector.Material scope of the projectMaterial scope of the project, in addition to the acquisition of 12 brand new traction locomotives, having all the documents required by law to operate the locomotives in Poland.
