Modernisation of the Warsaw Commuter Rail Infrastructure – by means of construction of the second railroad track no. 47 from Podkowa Leśna to Grodzisk Mazowiecki
On 30th September 2019, WKD has concluded with the Centre for EU Transport Projects (CEUTP) an agreement concerning the project realization titled: “Modernisation of the Warsaw Commuter Rail Infrastructure – by means of construction of the second railroad track no. 47 from Podkowa Leśna to Grodzisk Mazowiecki” co-financed by the Infrastructure and Environment Programme 2014-2020.
The primary total cost of the investment was PLN 108 million, out of which PLN 74 million comes from the EU funds of the Infrastructure and Environment Programme 2014-2020. The final cost of the project has been calculated into PLN 154.2 million.
Project includes the construction of the second railroad track for the railway route from Podkowa Leśna to Grodzisk Mazowiecki with a length of 7.5 km, replacement of the 1G existing railroad track, reconstruction of railway and roadway junctions arising from the construction of the second railroad track, modernisation of the passenger infrastructure such as 11 platforms and their adjustment to the TSI PRM requirements and construction of 5 new platforms to meet the requirements of the TSI PRM, modernisation of the buildings to the extent of the of Podkowa Leśna Główna station and Grodzisk Mazowiecki Radońska station.
The geographical extent of the project’s impact covers the Masovian Voivodeship in the south-west strip of the Warsaw metropolitan area, along which the WKD railway is located. It runs through the area of 4 towns and municipalities in total: Brwinów, Podkowa Leśna, Milanówek and Grodzisk Mazowiecki.
The objective of the project is increase the capacity of the modernised railroad track designed to operating trains in agglomeration rail passenger transport with the speed not bigger than 80 km/h.
The implementation of the project shall have an impact on the increase of number of passengers using the railway services and decrease of individual transport.
Conclusion of the implementation of the Project has been completed into the end of 2023.
Project includes the construction of the second railroad track for the railway route from Podkowa Leśna to Grodzisk Mazowiecki was approved to co-finance from the EU funds within the framework of the Infrastructure and Environment Operational Programme 2014-2020, Priority Axis V, Measure 5.2 – Development of the Rail Transport beyond TEN-T (urban railway – infrastructure).
The Executing Agency and the beneficiary of the project is Warszawska Kolej Dojazdowa sp. z o.o. [Warsaw Commuter Railway limited liability company under Polish law] with a registered office in Grodzisk Mazowiecki. The company undertakes activities connected with managing railway infrastructure, on which it operates rail passenger transport.
Project is implemented in the Masovian Voivodeship, in the south-west strip of the Warsaw metropolitan area. Railway line no. 47 runs through the area of 4 municipalities in total: Brwinów, Podkowa Leśna, Milanówek and Grodzisk Mazowiecki. The scope of the project includes railway line no. 47 on the section between Podkowa Leśna and Grodzisk Mazowiecki from km 25+305 to km 32+637 together with additional infrastructure and the section of railway line no. 48 (Podkowa Leśna Główna – Milanówek Grudów) from km 0+099 to km 0+761, which is essential element to accomplish of the investment above mentioned.
Project objectives:
The main objective of the project is the reinforcement of the role of the passenger railway transport and improvement of the quality of the public transport services in Warsaw agglomeration area. The main objective of the project is compliant with the objective of the Measure 5.2 of the Infrastructure and Environment Operational Programme 2014-2020, within the framework of the Priority Axis V: Development of the Rail Transport in Poland. The main objective will be accomplished through the specific objectives, which includes:
- improvement of the capacity, frequency, connections and punctuality of the operated railway services,
- improvement of accessibility of the railway transport system for travellers,
- improvement of rail traffic safety system for all participants, including people with reduced mobility,
- limiting environmental pollution,
- reduction of travel time.
The implementation of the project shall have an impact on the improvement of communication in municipalities in the south-west strip of the Warsaw metropolitan area through the increase of the comfort of travelling and the sense of security. Ultimately, it shall increase the economic and social coherence of that area and shall allow to decrease the differences between the central hub and the less structurally developed region.
The project has the impact on the development of the transportation industry in the Warsaw metropolitan area through subsidising investments in infrastructure, as well as promoting sustainable transport. Furthermore, the project has the impact on the social and economic development of the Warsaw metropolitan area and a decrease in the level of pollution emissions.
