The purpose of this project is to build a collective gravity pump sewer system for the reception of sanitary waste from ships, including the construction and redevelopment of the necessary underground and overground infrastructure, demolition work and reconstruction.

Planned investment is located in the Port of Gdynia, in the eastern part of the city. It includes the French Quay, the Belgian Quay, the Polish Quay, Polska Street, and the XXVII Yard.

Investment will be implemented in two phases:

Plans for Phase 1 include:

  1. Construction of the sewer drop structure on the French Quay and the Belgian Quay for sanitary waste reception from passenger ships;
  2. Construction of the system number 1 – the gravity pump sewer system for the reception of the sanitary waste from the collecting well of the sewer drop structure of the French Quay from the passenger ships moored at the Quay, along with the storage and service reservoirs at the XXVII Yard near Polska Street;
  3. Construction of the system number 2 – the gravity pump sewer system for the reception of the sanitary waste from the ferries moored at the Polish Quay, along with the storage and service reservoirs;
  4. Construction of the system of storage and service reservoirs at the XXVII Yard near Polska Street and connecting it to the sanitary sewer system of the City of Gdynia;
  5. Construction of the collecting well included in the system of storage and service reservoirs and prepared for the discharge of the sanitary waste originating from the vessels serviced by septic tankers, tanker lorries, and portable tanks that belong to the port operator.

Plans for Phase 2 include:

  1. Construction of the mechanical-chemical effluent pre-treatment plant located at the XXVII Yard near Polska Street, including the land development of the area intended for the pre-treatment plant facilities and the adjacent grounds;
  2. Construction of an emergency connection between the catchment of the pumping station of the existing gravity pump sewer system PS-1 that services the on-site facilities of the Port of Gdynia and the storage and service reservoirs system;
  3. Redevelopment of the parking area for the heavy motor vehicles that takes the remaining, not used for the pre-treatment plant facilities, part of the XXVII Yard.

Project Objective

The purpose of this project is to construct a new sewer infrastructure at the Port of Gdynia and to adjust the already existing one for the reception of sanitary waste from passenger ships and the discharge of this waste to the sanitary sewer system of the City of Gdynia.

Construction of the port infrastructure enabling the direct reception of the sewage from the ships moored at the port to the onshore sewer system constitutes a part of the change requirements introduced in 2011 to the Annex IV of MARPOL Convention (Resolution MEPC.200)62)), according to which the Baltic Sea was established as a special area (PSA) where discharge of the polluted sanitary waste (containing a certain amount of nitrogen and phosphate) from the passenger ships is forbidden.

Possibility of quick and failure-free waste discharge from ships will contribute to the reduction of the seawater pollution, indirectly contributing to the protection of biodiversity in the Baltic Sea basin.

Upgraded sanitary sewage reception system that includes: higher throughput, better accessibility to the installations, new pre-treatment and metering devices, should contribute to the minimalization of the influence of the uncontrolled waste discharge from ships and influence the condition of the Bay of Puck.

Planned investment is in accordance with the strategic documents and their aims on both the Community and national level, regional and local level.

The specific objective of the project is the realisation of the objectives of Port of Gdynia Development Strategy that concern maintaining the universal character of the port and market advantages.

Investment is compliant with the Framework Directive concerning the maritime protection, preservation of the marine environment, prevention of marine pollution and its gradual elimination.

The project is consistent with European strategies – strategic goals and recommendations for the EU’s maritime transport policy until 2018, in the area of ecological sea shipping improvement priority goal and EU Strategy for the Baltic Sea Region (EUSBSR) in the priority area of ecologic and safe transport, and creation of model conditions for green shipping in the region.

Project Type A – Maritime Transport

  1. Investments reducing the environmental pollution caused by ships, including the construction of infrastructure for the sanitary sewage reception and supplying power for electrically driven ships.

Estimated total cost of the project: 61,78 million PLN

Maximum eligible expenditure: 35.24 million PLN

Value of subsidy: 18.70 million PLN

On the November 7, 2019, the Grant Agreement No.POIS.03.02.00-00-0076 / 19-00 was concluded.

Technical information

Planned investment includes the construction and redevelopment of the following elements:

Phase 1 of the project

Construction of the sewer drop structure on the French Quay and Belgian Quay for the sanitary waste reception from passenger ships

Project assumes the construction of 5 drop stations with a maximum throughput of 200 m3/h with an anti-odour protection and pump installation. Pressure pipe will connect the 0.8 km long drop installation of the French Quay with the discharge well junction of the Belgian Quay.

Construction of the system number 1 ­– the gravity pump sewer system for the reception of the sanitary waste from the collecting well of the sewer drop structure of the French Quay from the passenger ships moored at the Quay, along with the storage and service reservoirs at the XXVII Yard near Polska Street

Collecting well of the sewer drop structure of the French Quay with an inbuilt anti-odour protection and connected gravity pump sewer system with the total length of 2.7 km will be constructed. This task will also include the construction of 3 sets of pumping stations with a maximum throughput of 210 m3/h, along with the necessary underground and overground infrastructure.

Construction of the system number 2 – the gravity pump sewer system for the reception of the sanitary waste from the ferries moored at the Polish Quay, along with the storage and service reservoirs

It was planned that a gravity pump sewer system with a total length of 2.5 km and 3 sets of pumping stations with a maximum throughput of 120 m3/h, along with the necessary underground and overground infrastructure will be constructed.

Construction of the system of storage and service reservoirs at the XXVII Yard near Polska Street and connecting it to the sanitary sewer system of the city of Gdynia

Following elements will be made:

  • A system of storage and service, partially underground and partially elevated above the ground reservoirs with the combined capacity of at least 1600 m3;
  • Connection of the storage and service reservoirs to the Gdynia sanitary sewer system in the region of the road node Ofiar Grudnia 1970 through the local gravity pump sewer system, including intermediate pumping station, to the discharge no. IV of the municipal collector 800×1200 on the Janka Wiśniewskiego Street;
  • An on-line video surveillance of the quality and quantity parameters of the sanitary waste dropped at the discharge no. IV by the passenger ships and ferries.

Construction of the collecting well included in the system of the storage and service reservoirs prepared for the drop of the sanitary waste originating from the vessels serviced by septic tankers, tanker lorries, and portable tanks that belong to the port operator

Phase 2 of the project

Construction of the mechanical-chemical effluent pre-treatment plant located at the XXVII Yard near Polska Street, including the land development of the area intended for the pre-treatment plant facilities and the adjacent grounds

Modular processing system for pre-treatment of sanitary waste from passenger ships and ferries directed to the storage and service reservoirs will be constructed within the plans for the effluent pre-treatment plant. Said system will include the following elements:

  • Grid-washer which will be responsible for decreasing the concentration of the floating suspended matter and grease separator, as well as the dosage of the detergents;
  • The system of waste collection from the grid-washer and grease separator;
  • Mechanical sewage aeration system in the storage and service reservoirs and chemical sewage oxidation system;
  • Pumping station with a maximum throughput of 305 m3/h;
  • Metering of the sewage quantity and quality parameters, the local visualisation and control system with the possibility of remote preview of the technological processes’ parameters;
  • Sewage recirculation by the pre-treatment processing system;
  • Effluent discharge to the municipal sanitary sewer system of Gdynia.

Construction of an emergency connection of the catchment of the pumping station of the existing gravity pump sewer system PS-1 that services the on-site facilities of the Port of Gdynia to the storage and service reservoirs system

The emergency connection is supposed to be placed at the XXVII Yard, at the already existing pumping station catchment PS-1 of the gravity pump sewer system servicing the facilities belonging to the Port of Gdynia. The system is closed by the decompression well located at the XXVII Yard. The system with a total length of 0.2 km would be connected to the storage and service reservoirs system as a safety measure in case of a direct, unplanned discharge of the sanitary waste with abnormal concentrations to the municipal sewage system.

Redevelopment of the parking area for the heavy motor vehicles that takes the remaining, not used for the pre-treatment plant facilities, part of the XXVII Yard

It is essential to reorganise the parking area of the part of the XXVII Yard not required for the effluent pre-treatment plant facilities and for the storage and service reservoirs, i.e., performing the redevelopment of the already existing parking area for the heavy motor vehicles to provide the 28 parking spaces (+/- 10 vehicles) with necessary infrastructure.
