Projekt ma na celu budowę drogi ekspresowej S7 na odc. od granicy województwa mazowieckiego i świętokrzyskiego. do Skarżyska-Kamiennej o dł. 7,57 km, zlokalizowanej w sieci bazowej TEN-T. Na całym odcinku projektowanej drogi ekspresowej przewidziano przekrój dwujezdniowy z dwoma pasami ruchu (2×2) oraz pasem awaryjnym. Całkowita wartość projektu została oszacowana w wysokości 344 373 000,00 PLN brutto. Z tego koszty kwalifikowane stanowią kwotę 263 653 140,17 PLN brutto
