Expansion and Reconstruction of National Road No 94 in Sosnowiec.
Stage I: Expansion of the NR No 94 Intersection with Długosza Street.
Before the reconstruction:
The necessity to reconstruct the National Road No 94 in Sosnowiec resulted from its failure to perform its functions in the national, regional and local road systems and to meet the current technical requirements for public roads.
The NR No 94 intersection with Długosza street was a traffic-light one-level intersection (photo 1).
The traffic bottleneck that occured both on the main route and in internal connections within the city and the Upper Silesian conurbation caused the significant reduction of the intersection throughput.
After the project implementation:
The main obejctive of the project is to improve accessibility to the town – NR No 94 is the most important communication route connecting Sosnowiec with the eastern part of the Śląskie Voivodeship and with other regions: Małopolska , Podkarpacie and Lublin Voivodship.
Another objective of the project is to integrate the road infrastructure of Sosnowiec with the main communication routes in Trans-European Network-Transport (TEN-T). The reconstruction of the NR No 94 section will ensure a smooth traffic flow on the Sosnowiec urban roads and the extra-urban TEN-T routes.
Specific objectives:
- travel quality improvement – improving travel flow (approx. 46%), reducing vehicle operating costs (approx. 3.8%) and improving road safety conditions (reducing road accident costs by approx. 23%)
- reduction of pollutant emissions (by approx. 12%) and reduction of negative climate impact (approx. 8%)
The project will also contribute to:
- reduction of congestion by eliminating capacity restrictions on the NR No 94 section and thus increasing the accecibility to TEN-T
- stimulation of the local economy, increase in the competitiveness and investment attractiveness of the town.
The estimated degree of implementation of measurable objectives is a derivative of savings in operating costs, pollution and users contained in the Feasibility Study (see Annex).
The project is complementary to the EU Strategy for the Baltic Sea Region:
- Objective „Save the Sea”, sub-objective „Rich and Healthy Wildlife”, topic: „Hazards – Reducing the use and impact of hazardous substances” – the project improves wastewater management,
- Objective „Increase Prosperity”, sub-objective „Climate change adaptation, risk prevention and management” – result of the cabon footprint reduction
The project promotes the implementation of equal opportunities policy – thanks to the improvement of road safety, it will be easier to navigate the road and to participate in the road traffic by the disabled.
The other specific objectives of the investements are:
- increasing the capacity of the road system,
- improving conditions and road safety,
- reducing the impact and nuisance of road traffic (especially transit traffic),
- improving consistency and transport accessibility.
In order to achieve the project’s objectives we plan to:
- reconstruct the existing one-level instersection of the NR No 94 (Zagłębia Dąbrowskiego Ave.) with Poviat Road 7623S (Jana Długosza Str.) into a two-level intersection with a roundabout along a poviat road,
- reconstruct 2 sections of the NR No 94 (approx. 1310 meters). One section approx. 745 meters, the other approx. 565 meters (from the intersection with the Poviat Road 7623S to the ”Zuzanna” junction),
- reconstruct approx. 210 meters of the Poviat Road 7623S on the west side of NR No 94 and approx. 120 meters on the eastern side. The total lenghth of the reconstrucion is approx. 330 meters,
- construct direct NW, SE exits from NR No 94 through deceleration lanes,
- construct direct NW, SW NR No 94 entrances through acceleration lanes,
- reconstruct exits from NR No 94 adapted to the new horizontal and vertical geometry of the intersection,
- construct noise protection,
- secure and reconstruct the utilities network.
