The material scope of the investment includes the construction of a bypass connecting national roads no. 27 and S3. The bypass will run from the intersection of the national road no. 27 with the voivodeship road no. 282 to the intersection of the voivodeship road no. 279 with the voivodeship road no. 282.
The beginning of the southern bypass of the city of Zielona Góra will be located along the national road No. 27 (ul. Obwodowa), in the northern part of the city of Świdnica, at the intersection of DK27 and DW282 (towards Wilkanowo). The southern bypass will run through the forested south-east. From the north, it will bypass Ochla, in the area between the stud farm and the city bathing beach (Zalew Ochla). Then, it will bypass Jędrzychów in an arc from the south. At km 7 + 750 it will cross the Pustelnik watercourse, and at km 8 + 780 Dłubnia. Further on, the bypass will head north to the intersection of provincial roads (DW) No. 279 and 282 – the area of the Racula junction (S3), passing the municipal waste landfill at a distance of 50 to 100 m on the left side.
Length of the bypass: approx. 12,735 km
The main aim of the project is to increase the transport accessibility of the city of Zielona Góra, located outside the TEN-T road network, and to relieve it from excessive road traffic. The planned southern bypass of the city of Zielona Góra will significantly improve the transport conditions of the city, having a positive impact on the socio-economic development of the entire area. The southern bypass will allow to take over the traffic from both the city of Zielona Góra and the existing northern bypass (the Northern Route), as well as to connect the areas located within the new administrative boundaries of the city of Zielona Góra in former towns such as Racula, Drzonków, Ochla and other areas located in the south of the city. The planned southern bypass will make it possible to take over mainly a part of transit and passenger traffic of local importance. The aim of the activities undertaken under the project is also to relieve the existing northern bypass of the city of Zielona Góra, improve road traffic capacity, in particular east-west transit traffic, improve road safety, in particular transit traffic, and reduce traffic load in the city center of Zielona Góra.
The realization of the investment will serve to reduce the degree of congestion on the northern bypass of the city of Zielona Góra and on other roads running through the city of Zielona Góra.
It will also allow the separation of local traffic from transit traffic (in particular, on the southern side of the city of Zielona Góra). The investment will ease the road traffic, i.e. the provincial road No. 279, as well as reduce traffic on the main roads of Zielona Góra.
The construction of the southern bypass of the city of Zielona Góra along the national road will increase the capacity of the entire road system of the city of Zielona Góra, contributing to an increase in travel speed and shortening the travel time, as well as to solving numerous technical problems of the existing road system of the city of Zielona Góra (in particular in its southern part ).
The implementation of the investment will have a positive impact on the improvement of traffic flow, load capacity and quality of roads in the national network, as well as improvement of the smooth flow of traffic in local and transit traffic. The investment will enable the strengthening of internal and external transport connections in the Lubuskie region, including interregional connections and international connections. As a result of the construction of the southern bypass of the city of Zielona Góra, the transport accessibility of the Lubuskie region will improve significantly.
The project will also improve road traffic safety, in particular transit traffic by separating local traffic from transit traffic and reducing the risk of accidents in the building area – reducing the number of victims (injured and killed) – the southern bypass of the city of Zielona Góra will run through forest areas. The investment will also contribute to reducing the negative impact of the road system of the city of Zielona Góra on the surroundings, in particular noise emissions – the bypass will run beyond residential areas.
