The Local Government of Biłgoraj took efforts towards “Mitigating social exclusion and poverty concentration in the area to be regenerated”. It was supported in this aim by the Regional Operational Programme of the Lublin Voivodeship. The entire project cost almost PLN 22 million, with PLN 10 million provided from EU funds.

The project came about to address the issues identified in the Śródmieście Estate located in Biłograj’s centre. They are described in the feasibility study and in the Local Development Programme for the Biłgoraj Municipality. The main identified problem related to adverse social phenomena such as high unemployment and a big number of welfare recipients.

Based on this diagnosis, an auxiliary objective could be defined, which was to: “Regenerate declining urban spaces by removing problem areas and improving the quality of life for residents”. Project authors expected that by giving these spaces new functions and by developing social infrastructure there, significant steps could be made to bring the regenerated area out of crisis, in both social and economic terms.

The work packages completed under the Project included:

  • Plac Wolności square alterations and improvements:
  • construction of the Amphitheatre;
  • construction of the Pavilion;
  • construction of alleys and a playground;
  • installation of lights and security cameras;
  • construction and installation of street furniture;
  • plantings;
  • reconstruction of the building of the so-called old music school.

These alterations and improvements within Plac Wolności square brought about a space for leisure and recreation that promotes the social skills of Biłgoraj’s residents and helps to unlock their talents. The project has also had a beneficial effect on the local labour market and the development of entrepreneurship (construction of the Pavilion).

Another important outcome was the reconstruction of the dilapidated building at 28 Kościuszki Street. The renovated building is now home to the Social Services Centre (Centrum Usług Społecznych – CUS). CUS will provide social activation and integration support for persons attending the Senior Day Care Centre, as well as promote and expand the activities of public benefit organisations.

The restoration of social functions in the declining public space made it possible to re-establish order in the local town landscape and improve the overall appearance of the area.

The project involved improvements in labour market access, security (cameras, lights), environmentally friendly solutions (plantings, PV systems, LED lighting). It has improved the overall appearance and functioning of the regenerated area, and activated local businesses. The new infrastructure is disability friendly.

Project outcomes include:

  • construction or renovation of public buildings with a total area of more than 920 sq. m;
  • alterations to local commune roads along a total length of 0.52 km;
  • two disability friendly buildings;
  • support for three infrastructural features within the regenerated area;
  • open spaces created or reclaimed within an area of more than 7,000 sq. m;
  • regenerated spaces spanning an area of almost 3 ha.
